随着新冠肺炎疫情在全球范围内扩散,人们正在经历着百年以来最大的公共卫生危机。在此背景下,由中国外文局主办的“当代中国与世界——抗击疫情国际智库云论坛”于2020年3月30日在线上举办。本次论坛邀请到来自4个大洲6个国家的11位参会嘉宾共同“汇聚智慧,分享经验”。

中国外文局局长杜占元在论坛的致辞中表示,当前,疫情已经成为国际社会面临的最棘手挑战。抗疫不仅仅是各国政府的责任,更需要社会各方的参与支持,特别是广大民众的自觉参与,所有人都能贡献力量非常重要。在这样的关键时刻,作为智库,需要齐声呼吁,在全球面临共同威胁时,摒弃歧见,凝聚共识,加强合作,守望相助。团结合作是战胜疫情最有力的武器,我们需要采取更加高效的行动,关爱所有的生命,尤其要关心那些脆弱国家和弱势群体。

杜占元呼吁搭建全球智库交流合作平台,尤其是可以加强知识共享平台的建设。为此,中国外文局在第一时间推出了多语种的《中国关键词:抗击新冠疫情篇》《2020:中国战“疫”日志》《和你在一起!——25国外籍专家战“疫”实录》等图书,与世界各国分享中国抗击疫情的举措、经验和故事,并承诺向国际社会免费捐赠这些图书的国际版权。

在“当代中国与世界——抗击疫情国际智库云论坛”上的致辞

尊敬的各位专家:

大家好!非常感谢各位参加“当代中国与世界——抗击疫情国际智库云论坛”,一起汇聚智慧、分享经验。这是我们第一次通过视频方式开展国际智库论坛,体现了中外智库专家在疫情蔓延时刻致力于加强对话合作的强烈意愿。我谨代表论坛发起方中国外文局,向各位的积极响应和热情参与表示衷心感谢。当前,中国在党和政府的坚强领导下,经过广大人民群众艰苦努力,疫情防控取得阶段性重要成效,经济社会秩序加快恢复,但从全球看,疫情仍呈现扩散蔓延态势,生活秩序和经济增长受到严重冲击,疫情防控依然是各国面临的共同课题。

这场疫情的暴发也就在2-3个月之前,但已对全世界造成了巨大损失。在抗疫过程中,人民越来越认识到,病毒是人类的共同敌人,抗疫不仅仅是各国政府的责任,更需要社会各方的参与支持,特别是广大民众的自觉参与,所有人都能贡献力量非常重要。智库是思想的源泉,专家学者是社会精英群体,富有思想和知识,大家的响应和参与十分关键。四天前,二十国集团领导人召开了一次跨越全球的视频峰会,这是一场专门应对新冠肺炎的特别峰会。习近平主席在会上发表重要讲话,结合中国抗击疫情实践经验,就加强疫情防控国际合作、稳定世界经济提出了四点倡议。他提出要坚决打好新冠肺炎疫情防控全球阻击战,有效开展国际联防联控,积极支持国际组织发挥作用,加强国际宏观经济政策协调,引发国家社会广泛共鸣。会后发表的《二十国集团领导人应对新冠肺炎特别峰会声明》提出,各方决心通过各自和集体行动,不遗余力做好保护生命,保障人们的工作和收入,维护金融、贸易和全球供应链稳定,协调公共卫生和财政措施等工作,这是G20国家在关键的时候作出的正确选择。作为智库,我们有责任积极参与疫情防控,围绕峰会提出的倡议,加强研究,积极发声,为国际合作抗击疫情献计献策。

病毒没有国名,也没有国界,它不以任何人的意志为转移,也不会让任何国家独善其身。当前,疫情已经成为国际社会面临的最棘手挑战。在这样的关键时刻,作为智库,我们需要齐声呼吁,在全球面临共同威胁时,摒弃歧见,凝聚共识,加强合作,守望相助。需要秉持人类命运共同体的理念,反对污名化、政治化,防止将疫情作为政治操作的工具。在这个关键时刻,团结合作是战胜疫情最有力的武器,我们需要采取更加高效的行动,关爱所有的生命,尤其要关心那些脆弱国家和弱势群体。在共同面对挑战时,我们需要的是思想智慧,不是政治算计;我们需要的是相互帮助,不是乘人之危;我们需要的是合作与成功,不是争斗与失败。

此次疫情对世界带来的影响是深刻的,它不仅让我们面临着一场前所未有的公共卫生危机,同时也可能引发经济危机乃至其它危机。联合国秘书长古特雷斯甚至表示,我们现面临的是“联合国75年历史中前所未有的危机”,“是一次对整个人类社会的冲击”。作为智库,我们要从更宽广的全球视野,更博大的人类情怀,深入研究疫情大流行带来的深远影响及其不确定性。25年前,全球治理委员会就严肃提出了“天涯若比邻”(Our Global Neighborhood)的报告。报告提出了“人类安全”和“共同安全”的建议,遗憾的是,这一建议并未受到应有的重视。我以为,今天人类的命运越来越紧密地联系在一起,现在是认真对待这一建议的时候了。“大流行”终将结束而成为历史,我们需要的正是从历史中吸取教训。为此,我建议,各国智库可以立足自身优势,围绕“构建全球公共卫生安全防控体系”“后疫情时代全球治理模式的完善”“网络工作模式的前景”“气候、环境与生物多样性的保护”等人类共同面临的重大课题,进一步地开展比较系统的合作研究,进行集体攻关,集全球智慧寻求应对和解决方案。

面对世界性难题,合作是唯一的选项。智库更需如此。思想需要引领,只要智库携起手来,相互借鉴,相互学习,共同探讨,集思广益,就可以推出高质量的研究成果服务全人类。“云会议”这种形式效率高、成本低,我们今天开了个好头,疫情期间,建议可以视情况不定期举行。疫情过后,也可以成为我们智库交流常用的办法。此外,我们也呼吁搭建全球智库交流合作平台,尤其是可以加强知识共享平台的建设。前段时间,中方已经建立新冠肺炎疫情防控网上知识中心,向所有国家开放,得到各方热烈欢迎。中国外文局也在第一时间推出了多语种的《中国关键词:抗击新冠疫情篇》《2020:中国战“疫”日志》《和你在一起!——25国外籍专家战“疫”实录》等图书,与世界各国分享中国抗击疫情的举措、经验和故事,我们承诺向国际社会免费捐赠这些图书的国际版权。

朋友们,截至3月29日,全球新冠肺炎确诊病例已超过60万例,影响到全球200多个国家和地区。在疫情大流行面前,我们更需要全球大团结、全球大合作,因为谁都不可能成为局外人,任何国家也都无法置身事外。历史经验一再证明,再严峻的疫情,终将被人类战胜。中国有句古诗,“莫道今年春将尽,明年春色倍还人”。我们期待合作的阳光早日驱散疫情的阴霾,期待与大家早日“欢聚一堂”。欢迎大家在合适的时间再来中国访问,来外文局做客,也祝福各位及家人平安健康!祝愿世界各国早日战胜疫情。

Respected experts,

 

Thank you very much for attending the “Contemporary China and World: International think Tank Webinar on Combating COVID-19” to pool wisdom and share experience. This is the first time for us to organize an international think forum in the form of a video conference. This shows the readiness and willingness of Chinese and foreign think tank experts to strengthen dialogue and cooperation as the epidemic spreads in the world. On behalf of the sponsor of the event, China International Publishing Group, I would like to express our heartfelt thanks to all of you for your participation.

 

Under the leadership of the Communist Party of China and the Chinese government, through the painstaking efforts of the Chinese people, the anti-epidemic situation in China is moving steadily in a positive direction, and life and work are quickly returning to normal. However, the epidemic is still spreading in the world, seriously affecting people’s life and economic growth. The COVID-19 outbreak is still a common challenge for all countries.

 

It has been just two to three months since the outbreak of COVID-19, but it has already caused enormous losses to the world. In the process of fighting the epidemic, it has been realized more than ever that the virus we are battling is our common enemy. Fighting the virus is not only the responsibility of national governments, but also requires the support of all sectors of society, especially the proactive participation of ordinary people. It is very important that all people can do their part. Think tanks are a source of thought, and experts and scholars are elite people with abundant thought and knowledge, so your response and participation are of vital importance. Four days ago, the extraordinary virtual G20 Leaders’ Summit was held, which was a special summit on COVID-19. President Xi Jinping made important remarks at the summit. Based on China’s experience in fighting the COVID-19, President Xi put forward four proposals on strengthening international cooperation and stabilizing the world economy. He noted that we should be resolute in fighting an all-out global war against the COVID-19 outbreak, make a collective response for control and treatment at the international level, support international organizations in playing their active roles, and enhance international macro-economic policy coordination. His proposals have won extensive support from the international community. The statement on COVID-19 released after the summit pointed out that “we are determined to spare no effort, both individually and collectively, to: Protect lives. Safeguard people’s jobs and incomes. Restore confidence, preserve financial stability. Minimize disruptions to trade and global supply chains. Coordinate on public health and financial measures”. This is the right choice of G20 members at the critical moment. As think tanks, we are duty-bound to be part of the anti-epidemic efforts. We should do more research on the proposals put forward at the summit, actively voice our opinion, and contribute our wisdom and solutions for international cooperation in fighting the outbreak.

 

The virus doesn’t have a country name, and respects no borders. It is not subject to the will of anyone, and will not leave any country alone. The COVID-19 has become the most daunting challenge of the international community. At this critical moment when we are faced with a common threat, as think tanks we need to work together to call on all countries to put aside differences, build consensus, strengthen cooperation and help each other. We need to uphold the vision of building a community with a shared future for mankind, oppose the practices of stigmatizing and politicizing the disease, and refrain from using the disease as a weapon for political maneuvering. At this critical moment, solidarity and cooperation are the most powerful weapon to defeat the virus. We need to take more efficient actions, care for the life of each and every person in the world, and especially help vulnerable countries and groups of people. In the face of a common challenge, what we need is wisdom, not political calculation; what we need is to help each other, not to take advantage of others’ difficulties; and what we need is win-win cooperation, not lose-lose confrontation.

 

The COVID-19 has had a profound impact on the world. It has not only brought about an unprecedented public health crisis, but may also trigger an economic crisis or even other crises. UN Secretary-General Antonio Guterres even said that “we are facing a global health crisis unlike any in the 75-year history of the United Nations” and “a shock to society as a whole.” Think tanks need to study the far-reaching impacts of the pandemic and its uncertainty from a broader global perspective and with deep feelings for humanity. Twenty-five years ago, the Commission on Global Governance formally released a report entitled “Our Global Neighborhood”. The report put forward the proposals of “human security” and “common security”. Regrettably, the proposals did not receive as much attention as they deserve. I think that the future of mankind is becoming more and more closely connected, and it is time for us to take these proposals seriously. The “pandemic” will eventually end and become a page of our history, and what we need is to draw lessons from history. To this end, I suggest that think tanks of various countries make use of their own strengths, focus on important topics facing mankind such as “Building a global prevention and control system to ensure public health security”, “Improving post-pandemic global governance system”, “The prospect of internet-based work” and “Climate, environment and biodiversity protection”, carry out joint research in a relatively systematic manner, address major problems together, and pool global wisdom to seek solutions.

 

In the face of global problems, cooperation is the only choice. Think tanks need to cooperate more than others. As long as think tanks join hands to learn from each other, engage in extensive consultation, and draw on collective wisdom, they will be able to produce high-quality research outcomes in the interest of humanity. Video conference, or “cloud meeting”, features high efficiency and low cost. Today’s meeting is a good start. During the epidemic, it is suggested that cloud meetings like this can be held from time to time. After the epidemic, it can also become a regular choice for think tank exchanges. We also call for the establishment of a global platform for think tank exchanges and cooperation, especially to strengthen the building of knowledge sharing platforms. Not long ago, China set up its online COVID-19 knowledge center, which is open to all countries and has been warmly welcomed by all parties. China International Publishing Group also published multilingual books like Keywords to Understand China: The Fight Against COVID-19, China’s Battle Against the Coronavirus: A Diary Log, and China, We Stand with You, to share China’s measures, experience and stories in fighting the epidemic with other countries. We have pledged donation of the international copyright of these books to other countries.

 


Dear friends, as of March 29th, there have been more than 600,000 confirmed cases of COVID-19 around the world, affecting more than 200 countries and regions. In the face of a pandemic, we need global solidarity and cooperation more than ever, because no one can be an outsider and no country can stay out of it. History has repeatedly proven that no matter how serious the epidemic is, it will eventually be overcome by mankind. As an ancient Chinese poem goes, “Bemoan not the spring is departing, next one must be more enchanting!” We look forward to the sunshine of cooperation to dispel the haze of the epidemic as soon as possible, and look forward to “getting together” with all of you at an early date. Welcome to visit China and our group again. I hope you and your families stay safe and healthy, and hope all countries in the world overcome the epidemic as soon as possible! Thank you.
